International HR Officer

The International HR Officer provides support and coordination for IntraHealths international human resources activities. This support includes partnering with proposal development, programs, and country offices to ensure international HR issues are proactively addressed to support future and current business needs, and the field offices comply with IntraHealth, USAID, and local government labor requirements. S/he reports to the HR Manager and does not directly supervise any other staff members.
Specific functions include maintaining a network and data base of professionals willing and/or interested in being bid on proposals for field positions; providing guidance in the development of staffing plans for specific proposals or other program development initiatives, including key personnel, other expatriate, third-country national and country national staff; developing and implementing recruitment strategies for specific proposals or other program development initiatives on the ground in the US and in developing countries in coordination with Program Development team, including participating in setting salary/allowance/benefit guidance, setting up candidate interviews, negotiating salaries, and making authorized contingent offers of employment; ensuring quality HR/staffing products and processes related to the program development process, which includes consistency in HR documentation and reporting across field offices; based on individual staffing plans, ensuring all staffing documents are accurate, complete and ready within the overall proposal calendar timeframe. These documents include: signed bio data forms (USG form 1020), letters of commitment, updated/formatted CVs responsive to requirements, short biosketches, staff skill matrices; administering visa process and relocation efforts for TCNs, expatriates and inpats; working with Grants and Contracts to provide HR support for international consultants; recruitment of Expatriates and TCNs in conjunction with program management; determining and ensuring proper administration for all benefits (including health care plans) and allowances for Expatriates and TCNs; creating and providing reports monitoring HR indicators in each field office; providing guidance and technical assistance in creating and updating local human resource compensation packages including staying abreast of local HR compensation norms, serving as a resource for field staff in developing and updating HR compensation packages and policies, and maintaining a database of updated US government foreign service national compensation scales; providing guidance and support in developing HR policies in countries where we work; ensuring countries are working under similar HR policies and that policies mesh with those of our donors; maintaining an updated list of key local professional resources, e. g. labor attorneys and HR advisors; supporting field offices to design and implement up-to-date HR policies, procedures and manuals which correspond to IH guidelines; providing support for country offices in recruiting and contracting CCNs including creating country specific letters of appointment; providing ongoing support for country offices in position management, employee retention and relations issues; creating and updating emergency evacuation procedures for each field office; supporting field office compliance with all local labor laws and IH policies; supporting COP and local admin staff with all local HR related issues; assisting in the recruitment, training and support of all local HR staff; working with HQ based support including Program Specialist to support and coordinate the HR functions in each country; assisting countries in developing and updating job descriptions and competency matrixes to be used for staff development and succession planning.
Requirements include a Bachelors degree and a minimum of five years of international HR experience, preferably working with developing countries; knowledgeable in international HR issues and policies; experience with USAID grants and contracts desired; excellent oral and written communication skills in English. Fluency in French desired; ability to consistently demonstrate professional, positive, and approachable attitude/demeanor, and discretion and sensitivity in handling confidential information; ability to manage multiple priorities and projects; computer literacy in Word, Excel, Power Point. Outlook and SharePoint desired.
