Project Specialist

The Project Specialist is responsible for providing program logistical and management support for large country programs for the global Capacity Project. S/he is part of the Operations Team and reports to the Sr. Program Manager and provides program support to the country staff with whom s/he works.

Specific functions include leading budget development of country programs in close coordination with country point persons, senior staff and field staff, involving developing and linking budgets from multiple funding sources and multiple partners; approving timesheets for field and headquarters staff as assigned; supporting Country point person with financial and technical monitoring of country programs; traveling to the field to provide both programmatic and operations technical assistance as assigned; assisting country point persons and senior staff in maintaining project management systems, such as tracking expenditures, accruals, burn rates and future projections; assisting country point person, senior staff and field staff in monitoring work plans, including deliverables; organizing, editing and ensuring that all contract submissions, including budgets, are complete and accurate; reviewing partner costs to ensure adherence to budgets and plans; reviewing and processing consultant paperwork; assisting in writing and editing scopes of work, country strategies and reports; organizing and taking notes for meetings; coordinating plans for field staff visits to the US; assisting country point persons to ensure that IntraHealth and USAID policies and procedures are followed in country; supporting the hiring of country staff including writing job descriptions, interviewing potential candidates and establishing salary; assisting in office registration and set up: this includes meeting with lawyers, obtaining lease agreements, finding suitable office space, ensuring all USAID and local government standards are met, establishing banking systems in-country, and purchasing suitable office supplies and furniture; supporting field and core staff in collecting and documenting cost share; supporting HR in relocation activities for Expatriate and Third Country Nationals; preparing research briefs for senior technical staff members to support the completion of project deliverables; organizing and coordinating large scale meetings and conferences; organizing procurement requests and ensure they meet USAID regulations; orienting field staff to IntraHealth and USAID policies and procedures; and, undertaking other related tasks as assigned by supervisor.
Requirements include a Bachelors degree; One year related experience; 2- 3 years experience in administration and management; strong oral and written communication skills, including editing skills; excellent organizational skills  detail oriented and accurate; proficient in Word, Excel and Power Point; ability to work in teams, work under pressure and meet deadlines; ability to work independently in the implementation of specific tasks defined by the Sr. Program Manager; overseas field experience and fluency in Spanish or French are a plus.
