The Project Associate is responsible for providing program logistical and administrative support for core and field support activities for the global Capacity Project. S/he is part of the Operations Team reporting to the Operations Officer, and supervises no staff.

Specific functions include developing and revising budgets for technical activities in close coordination with Activity Leads; maintaining up-to-date knowledge of budget; monitoring and tracking expenditures and invoices against budget and advising activity leads on spending; verifying that program expenses are charged to appropriate tracking code and budget; developing monthly projections to determine burn rates and monitor spending; assisting technical staff in monitoring work plans, including deliverables and timelines; performing quarterly status to ensure core work is on target in relation to Project deliverables; researching, pursuing, and documenting cost share opportunities, and then working with technical staff on a quarterly basis to ensure cost share is collected; working with consultants to obtain CV, bio-data and determining if rate can be supported by the activity budget; liaising with contracts department to approve consultants. Issue consultant hiring letter; reviewing consultant expense reports and invoices ensuring accuracy and adherence to contract as well as sufficient supporting documents, preparing check requests and submitting paperwork for timely payment; providing support to Project Director and the Senior Technical Advisor; coordinating logistics for large scale Project events and staff meetings, including international workshops; assisting in researching, writing and editing scopes of work, reports and other Project documents; assisting technical staff in researching technical documents for the preparation of research briefs for senior technical staff members; and, undertaking other related tasks as assigned by supervisor.

Requirements include a Bachelors degree; two or more years experience in administration and management; strong oral and written communication skills, including editing skills; excellent organizational skills  detail oriented and accurate; ability to develop and monitor budgets and create tracking/monitoring systems; proficient in Word, Excel and Power Point; ability to work in teams, work under pressure and meet deadlines; ability to work independently in the implementation of specific tasks defined by the Operations Officer; fluency in a foreign language preferred.
