Technical and Operations Manager: HIV/AIDS

The Technical and Operations Manager is a Chapel Hill-based senior position responsible for providing technical and program management and development leadership in support of bilateral HIV/AIDS projects to achieve excellence in implementation and results. S/he is the Chapel Hill point person for the projects and provides technical, management and operations assistance and support to the projects' Chiefs of Party and project teams. S/he is responsible for ensuring that the projects have the technical, programmatic, financial and other inputs and resources needed to be successful and that implementation is in compliance with donor and contractual requirements. S/he provides technical assistance and inputs in one or more areas of systems strengthening, including service delivery, training, quality assurance and supervision and/or monitoring and evaluation. S/he will also play a lead role in seeking funding for new HIV/AIDS projects. The Technical and Operations Manager reports to the Director of Programs and supervises a Program Specialist; the position may supervise one or more other positions. Requirements include: an advanced degree in international public health or related discipline; minimum seven years professional public health experience with at least two of those resident in sub-Saharan Africa working on HIV/AIDS-related activities; demonstrated experience in system strengthening in one or more areas (see above); demonstrated experience in project development and management with USAID or a USAID-funded project; broad based knowledge of HIV/AIDS and RH issues in low resource settings; demonstrated ability to work with multiple-stakeholder groups and facilitate participatory discussions; excellent oral and written communication skills in English; and strong writing and editing skills for internal and external proposals, documents and presentations. Nursing education and experience is highly desirable. This position travels internationally approximately 35% time. This position is based in Chapel Hill, North Carolina.
