Program Specialist

The Program Specialist is responsible for providing program operations and management support for regional and country project and/or country programs. S/he assists Technical and Operations Managers (or Program Managers) with ensuring a strong link between IntraHealth foundation systems and services (e.g. finance, contracts, human resources) and the projects, including financial and subcontract/subgrant management. S/he assists with project monitoring and deliverables, and provides support to the regional or country staff with whom s/he works.

Specific job functions include assisting Manager and in-country staff in monitoring work plans, including deliverables; developing and monitoring/tracking and analyzing expenditures compared to project budget and ensuring that budget projections are accurate and expenditures are properly tracked, including accruals; supporting field staff in collecting and documenting cost share; reviewing expense reports, cash requests, and Deltek reports and collaborating with Chapel Hill based Finance and Contracts staff and in-country finance staff to correct any errors identified, informing finance staff of necessary changes to be made; preparing, coordinating, reviewing, editing, and disseminating project related reports and documents, including subcontract and consultant scopes of work, country strategies, progress updates, curricula, and other documents and reports; assisting in preparing project-related contracts (subcontracts, subagreements, purchase orders, and Memoranda of Understanding); facilitating consultant approvals and paperwork, including identifying, interviewing and hiring consultants, managing consultant expense reports and invoices, and ensuring accuracy and adherence to contracts; overseeing all domestic and international project-related travel processes; maintaining the project’s SharePoint site(s) and assisting with project-related information management; responding to field office requests for assistance in various operational, technical and program areas; traveling to the field to provide both programmatic and operations assistance and support; and other related tasks as requested by supervisor.

Requirements include a Bachelor’s degree in related field with 3-5 years of related experience or a Master’s degree and 1-2 years of related experience or an equivalent combination of education and experience; experience in finance, administration, and management, developing and tracking budgets, logistics and operations; comfortable working in teams as well as acting independently in the implementation of specific tasks, multitasking and prioritizing, working under pressure and meeting deadlines; ability to work and communicate with a diverse group of people of various nationalities and cultural backgrounds; strong oral and written communication skills, including editing skills; proficient in Microsoft Office software including Word, Excel, and PowerPoint. Desirable preferred skills include fluency in a foreign language, experience with USAID-funded projects, Africa, Eastern Europe and/or Asia region field experience; working knowledge of international health and development with an emphasis on maternal health and child survival.
