The Chief of Party (COP) provides overall leadership and management of the IntraHealth-led 5-year, USAID/Rwanda funded HIV/AIDS Clinical Services (HCSP) bilateral project. S/he provides strategic guidance, vision and leadership to all HCSP project staff. S/he works closely with and supervises project staff and ensures the integration of all technical areas and collaboration with donors, other implementers, and local counterparts. S/h oversees the project’s strategic planning functions and ensures proper implementation and oversight of partner sub-agreements and sub-grants, focusing on results. The Chief of Party also is responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results, in full compliance with IntraHealth policies and procedures and USAID rules and regulations.

The Chief of Party is the principle liaison with USAID/Rwanda and the Ministry of Health, representing IntraHealth and the HCSP Program, reporting to USAID/Rwanda’s Cognizant Technical Officer (CTO). S/he also serves as the primary contact for IntraHealth/HCSP with other USG partners, as well as NGOs, cooperating agencies (CAs) and projects, and other donor organizations in Rwanda.

The Chief of Party travels in Rwanda to project sites with program and MOH staff, and participates in country, regional and global conferences and/or meetings. The Chief of Party reports organizationally to the Director of HIV/AIDS Programs (and to the VP of Programs until that position is filled).

The COP is also responsible for maintaining communication and overseeing coordination with IntraHealth technical staff leading technical activities.

Provides overall HCSP managerial leadership of the project to assure achievement of results and financial accountability for all project activities. Directs HCSP Rwanda and collaborate with partners to ensure it operates effectively as a team, efficiently integrating staff from different technical disciplines and organizations. Maintains strong and collaborative relationships with the USAID/Rwanda and all PEPFAR USG and MOH partners to support HCSP Rwanda implementation and to identify complementary funding. Directs the processes of vision development, work planning and team building in partnership with the senior HCSP team and the program home office. Ensures high quality results through a regular review process of overall performance, identifying steps for improvement and assuring appropriate follow-up as needed. Ensures project budget is well managed with the use of advanced financial systems software; that reporting to the home office and USAID/Rwanda is facilitated in a timely and effective manner; and that strong administrative and financial management system are maintained.

Minimum requirements include Advanced degree in a Public Health or relevant field required. At least 5- 10 years experience designing, implementing and managing health programs in developing countries and complex cultural settings. Strong background in management of public health projects and knowledge of USAID financial and administrative management procedures and regulations. Demonstrated experience in Sub-Saharan Africa, Francophone countries required with experience in working with the USG PEPFAR initiative preferred. Broad-based knowledge of HIV/AIDS in particular, reproductive health/family planning and maternal and child health and ability to communicate that knowledge to a diverse audience. Proven ability to secure donor funding by communicating the HCSP technical mandate and working knowledge of PEPFAR. Proven ability to lead and manage a team and the ability to work with other cooperating agencies and HCSP staff. Fluency in English and French required (FSI 3+) with strong communication skills. Demonstrated diplomatic and interpersonal skills and ability to work in a complex and changing environment with all key stakeholders
